I'm in SoCal, and I think my last order was maybe 5-7 business days? They ship pretty fast once it's out the door. You can track it too, so that helps.

I got one last year! It had seeds, peat pots, some soil amendment, and plant labels. It was pretty much everything to get started, just needed water and a sunny spot.

My kit came with seeds, those little peat pellets, and I think a small bag of nutrient stuff. It's a good starter, but you'll probably want bigger pots later on.

I'd say they're right up there with Burpee for sure, maybe not as huge a selection as Baker Creek for super rare stuff, but their heirlooms are great quality. Good variety for typical home gardening.

For basic stuff and solid heirlooms, they're excellent. Burpee has some hybrids that LJ doesn't, but LJ's open-pollinated selection is awesome. I prefer LJ for veggie seeds most of the time.
